I have the honour to acknowledge

Your Excellency's letter of 19th. April, in reply to mine of

18th. instant and 13th. ultimo, on the subject of my proposed

amendments of the procedure under Article XXIII of the Treaty

of Tientsin, and Mr. Mansfield's proposal for a reciprocal

arrangement with Canton with regard to questions of bankruptcy,

which has sprung out of my original proposals.

I have to express my regret that

Your Excellency should have apparently put on one side the fur-

-ther remarks which I had the honour to lay before Your Excel-

-lency on the subject without consideration, and without even

an official acknowledgment of my letter, more especially as the

proposals made in it were intended to meet in some measure the

"practical difficulties" referred to in Your Excellency's

letter of 12th. March. The matter is far too important for me

to abandon the hope that the Secretary of State will, when he

has these last proposals before him, sanction an attempt being

made to put the matter on a more satisfactory basis. I have

therefore the honour to request that this further correspondence

may be forwarded to the Secretary of State.
